xfce shutdown and reboot

Im using gentoo and i dont want sudo i saw the sudo howto do u know any other way to allow me to shutdown and reboot...do u think /etc/shutdown.allow could do it? :? :? :?

Xfce 4.4 can also use hal for this. (make sure you're in the correct group; probably power or something like that).
