Menu Font bigger and Colour Panel

How can I make my Panel Black? But not my Windows? (Like the BlueBar in WinXP the bars are Blue but the windows are Gray)
And, how can I make the MenuFont bigger?
Id like the Text from the menu be a little bigger.
Do I have to change something in source?
Or can I do it with a Config Trick?

Search the forum, there are topic about this to apply custom style to the panel using the gtkrc file
