Titlebar and button functions

I see the settings manager that allows me to make changes to the double-click action, but it seems a bit limited. The only options it shows are shade, hide, and maximize. I'm wanting it to lower the window instead. Is there any way to do this?

Can add another button to the titlebar that toggles the window as always-on-top?

I have been using Fvwm for a while now, so I have no fear of configuring things manually. I just don't know what to configure.

Um, what's the difference between lower and hide?

The problem I run into is just that it doesn't work. I go to Settings > Window Manager Settings > Advanced, set the Double click action to Shade window and Close.

I can double-click the title bars forever and nothing happens. Running Fedora Core 8 here.
