xfce4-panel start menu button missing on ubuntu 9.04

Hello
I have installed ubuntu 9.04 from minimal cd ( I just wanna build system from begin without  unnecessary apps )
I have installed xfce4-panel and openbox , openbox provides menu but I don't like it i prefer that form xfce but there is no start-menu in add new items.
with pkg provides start-menu for xfce4-panel ?

Hi

Xfdesktop is the component that provides the menu for the Xfce panel and I think you can use it without running xfdesktop.
