Hello,
I have a server workstation using Xubuntu(xfce) with 30 users.
I use the kiosk mode to freeze the menus and prohibit changes.
All this configuration was perfectly with my xubuntu 8.04 and 8.10, but since the update this summer in 9.04, the defaults offices open, and the menus are no those configured in kiosk, and users can customize their offices.
I check all the config files: kioskrc, menu.xml, menu.xml.fr ... they have not moved from my original config
I am put the menu.xml and menu.xml.fr in /etc/xdg/xfce4/desktop/
and panels.xml in /etc/xdg/xfce4/panel/panels.xml
my /etc/xdg/xfce4/kiosk/kioskrc files: (ltspuser is my model user)

Xubuntu 9.04 comes with a new version of Xfce (4.6.0). Xfce 4.6.x uses a new "transitional" menu system (libxfce4menu) which uses /etc/xdg/menus/xfce-applications.menu instead of /etc/xdg/xfce4/desktop/menu.xml (menu.xml.fr).

For the kiosk mode, I don't now if it works the same way in Xfce 4.6.x that with Xfce 4.4.x. All I know is that the developer of Xfdesktop don't really care about the kiosk mode.
