DISABLE OVERLAPPING PANELS ON DESKTOP

Any time a panel is present on the right or left side of the screen along with a panel on the bottom or top the panels overlap in the corners of the screen depending on which panel was most recently selected.

I am wondering if it would be possible to disable this overlap so that the panels do not cross over each but instead are fixed at the edges with emphasis on the top and bottom panels similiar to what occurs in GNOME when a multiple panels are present.

If clock applet is present in the bottom right of the bottom panel it will become hidden once the right panel is selected which requires a person to reselect the bottom panel to see the time. The same is true for any applet in the corners.

If it is not yet possible to do this than I would like to make a feature request if it would be accepted.

I am sorry if this has already been covered elsewhere on this forum.
