Can not move icons on desktop

I disabled tool-tips in Xfce 4.6.1 (gtk-enable-tooltips = 0) and now can not move icons on my desktop.
Is it a bug ? Please, help.

I'm seeing the exact same thing.

Once tooltips are disabled with 'gtk-enable-tooltips = 0', the desktop icons become unmovable, and when I try to make the selection rectangle, it stops before it gets any bigger than around 16px square.

Once tooltips are enabled again, things go back to normal (icons can be moved, selection rectangle behaves normally).
