I seem to have gotten mixed up about forum versus mailing list. The mailing list, and post:

Go to Settings -> Keyboard -> Application Shortcuts
Add a new shortcut and enter the following for the command:
wmctrl -r :ACTIVE: -b toggle,maximized_vert
ok this and you will be prompted for a shortcut key - enter a key combo you want to use, e.g. the 'windows' key and 'v' together, which will be displayed as <super>v.

Now to vertically maximize a window - press your chosen keyboard shortcut and the active window will maximize vertically. Repeating reverses the action.

That requires that he install wmctrl first. Also, you don't need wmctrl to perform that operation.
