Do you mean the system isn't shutting down, or it just isn't providing output as it's shutting down?
In the case of the latter, edit your menu.lst, or grub2 config (whatever that may be) and remove, "quiet", from the boot line. This will give you verbose output, as the system is booting and shutting down.

The system is shutting down OK, I have a "verbose" output when the system is booting but not when it is shutting down.
I don't have any "quite" in grub.conf, here is my grub.conf:

I have no idea then. Perhaps, if you're using a graphical login manager, that might be causing the problem?

SOLVED.
It appears the blank screen during shutdown is caused by login manager I'm using "slim"
Slim is no longer maintain but I wanted something light; went back to "xdm" ugly :-/ but it works.
