creating windows bigger than the screen

It seems that xfce4 (v4.4.2 on ubuntu 64bit) automatically resizes all windows that exceed the screen length (or exceed the top-most boundary of the panel. I'd like to create a window (via XCreateWindow or somesuch) that exceeds this length. Is this possible?
