XFCE4 Panel with two and more rows?

Hi everybody, i have simple question.

Is there an option to set XFCE4 panel working with two or more rows? 1st row for launching applications and 2nd for taskbar, etc... Or any idea how this make? If I create panel 2 and setup it for fixed bottom position its hidden behind panel 1, and if i set it for custom position and put it over panel 1, and maximize application it is hidden behind this app.
