I would first, wonder which OS distro you are using Xfce with?
Go into the ~/config/xfce4/autostart.sh and change the panel start-up order or just "#" out the xfce4-panel
... which other, if any, panel do you plan to use?

There is ArchLinux and I plane to use AWN on my netbook.

oops! Not xfce4-panel -q nor ~/config/xfce4/autostart.sh ar not working:
"xfce4-panel -q" make me logoff but do nothing with panel
autostart.sh not exists

Try this:
right click on the desktop
Applications->Settings->Session and Startup
Select the Application Autostart tab.
Deselect xfce panel in the list.
Log out and back in to check if this has worked.

Check the session tab. Look for xfce-panel in the list. Click on the restart type. Select 'Never'. Then quit the xfce4-panel by right clicking on the panel and selecting customize panel. Next to where it says 'panel 1' click the '-' button. This will exit xfce4-panel. Now click the save session button. Log out and back in to check if this has worked.

It works, I now. But how can I do that for every (future) users as admin? Why there is no way turn panel off before it starts and without it started at all?

Because xfce4-panel is part of the default Xfce desktop; but if you never want to start it, just uninstall it from your system.
