per user menu in Xfce 4.6

Hi

I am trying to make a different menu für every user on my systems (e.g. engeneering-menu, developer-menu, etc.). I am using Xfce 4.6 on RHEL 5.

- If I copy /usr/local/etc/xdg/menus/xfce-applications.menu to ~/.config/menus/ and then add a category to it, the menu does not change at all.
- If I right click on the menu button, click on properties and then change to a custom menu file, it does not save the new custom menu. next time I open the properties dialog it will still show the default xfce-applications.menu file under "custom menu file".

Any ideas?
