4.8 - Borderless windows or Undecorate?

A feature of both KDE and openbox that I find very useful is to easily toggle the window border on and off. The reason is that getting rid of the title bar frees extra vertical screen space which is especially useful on small screens such as netbooks. Both KDE and openbox could do this through the titlebar menu.

Is it possible to do this in xfce 4.8?

Nope, not with xfwm4.

Never say never, you can use a Xfwm4 theme in order to have no window borders on all windows.
