Raise borderless windows

I set up xfwm4 such that windows WITH window decorations are  not raised when I click inside the window but only when I click the titlebar. I want this behaviour also with windows WITHOUT decorations. However, no matter how I configure focus and raise flags, decorationless (borderless) windows always raise when clicked on their canvas.
Any suggestions ?
