How to set a thousands separtor?

I use Xubuntu 10.10 and I want to set or change the thousands separator. In the Language Support setting I want to use the Dutch settings for Regional Formats. When I choose Dutch (Netherlands) in the example there is no thousands separator at all:  1234567,89 , while this should be 1.234.567,89 . Because of this I can't set the correct thousands separator in calculators and such. When I use the English settings both separators are there, not the Dutch way of course.

Is this a shortcoming or a bug of some kind, or is there somewhere else I can correct this?
