What Controls Startup of Programs Running at Shutdown (Xubuntu Natty)

Yesterday I installed the new Xubuntu Natty Beta1 AMD64 on my main machine. At boot, it restarts whatever programs were running at shutdown.

Today, I installed Xubuntu Natty Beta1 i386 on my wife's laptop. It doesn't show this restarting behavior. I checked the option "Automatically save session on logout" but it still doesn't.

How can I enable this function on my wife's machine?
