I use Mobile Broadband, I don't know if this happens with wireless internet. If for example I disconnect, the Notification balloon, unlike most other Notification balloons, just stays there until I click its top-right X. Is there something I can edit to put that right? If I eject a drive for example the balloon fades out correctly, and I remember that there was a GUI-represented setting to control the duration of its staying on-screen, but somehow this doesn't happen for all balloons.

xubuntu defaults to notifyd-osd which is more gnome-biased on urgency -- you may want to revert to xfce4-notifyd that always timeouts as configured.
(I don't have mobile broadband to validate, just guessing)
