Panel Plugin Focus

For a long time now, I've had a problem with the verve panel plugin not receiving focus when focus-follows-mouse is set (it works fine in click-to-focus mode).  Last year, I reported this bug to Debian and it was forwarded upstream to become XFCE bug 6617, which was then marked as a duplicate of bug 6649.  This bug was closed by Olivier Fourdan on 3-Dec. 2010 with the following message:

I believe this is a bug in the panel or the plugin (the panel I believe) that
does not use the "source is application" field in the event, but uses a zero
timestamp instead (old protocol)

xfwm4 now implements a workaround, yet it would be interesting to fix it
properly (for example, metacity will issue a warning in this case)

Well, I don't know if there has been a regression since then or if it's something about my setup, but the "workaround" has never worked for me.  When using focus-follows-mouse, Verve continues to not accept focus.  I've tried hovering, clicking and using the verve-focus command, but nothing works.

I'm currently using XFCE packages from Debian Unstable, which reports the panel version as 4.8.3-3 and the verve plugin as 1.0.0-1.

Can others reproduce this behavior?
