Is there any way to fine-tune the keyboard shortcuts in Xfce? For example, I'd like to change the close window shortcut from Alt+F4 to Alt+the 4 key, because my netbook doesn't have function keys.

I don't want to hijack this post, but I came here with the same question... I'm trying to map F8/F9/F10 to XF86AudioMute, XF86AudioRaiseVolume and XF86AudioLowerVolume respectively.
All the documents I've seen say that you should be able to create a custom keyboard layout on the screen you've mentioned, but on my install you can't. There's a list of current shortcuts but no option to create a new layout. I've looked at the help screen for that dialog and the layout it depicts is not the same as mine.
I've also tried an Xmodmap file, xmodmap commands in the terminal, and using the *other* keyboard shortcut dialog (in the Keyboard preferences box) and nothing works.
The weird thing is that when I dump all the mappings into a file using xmodmap, it lists them as mapped. But they still don't work.
I have a feeling there's something major I'm missing here, but I can't find it. I've been working on this for two days.
(Recently installed XFCE4 over vanilla Ubuntu Natty. Maybe this is a Gnome/XFCE conflict of some kind? The keys work fine in Gnome/"classic".)

The screen I mentionned is for window manager shortcuts only.
General shortcuts can be setted at : menu > preferences (or parameters) >keyboard >applications shortcuts Tab

Yeah, like I said before, I tried both of those places (though for usability purposes it makes sense to have them all in the same place) and neither of them worked for me. I did manage to sort it out by installing xfce4-volumed and adding it to my startup applications. I did this only because I was experimenting with other (non-default) sound plugins randomly. I also removed all the visible controls from the Mixer plugin, though it's never been clear to me how that plugin works.
It was unnecessarily complicated, and almost made me go back to Gnome, where all my function keys were automagically mapped for me (correctly, no less!) upon installation.
