Windows Rendered Too Large

I have a recurring problem with various windows being too large in the vertical dimension, so that part of the window content is off-screen and invisible. There doesn't seem to be any pattern; the problem occurs with some applications and/or submenus and not with others. Some of these windows cannot be resized or scrolled, so I have no way to access the content at the bottom of the window. My screen resolution settings are definitely correct.
