Problem with 2 bottom panels

Hi,

I have 2 panels on the bottom of my screen, the upper one is used for shortcuts and the bottom one is used for window list.
The only problem I have is that when I maximize windows they strech until the top of the bottom panel, which means the upper panel hides the window.
This is really annoying and could not have find any solution to this.

I'd be grateful if someone could provide me with the solution.

Move all the plugins from 1 panel to the other so you end up with 1 panel, then add a separator plugin and change its mode to "New Line".
