[suggestion] Put xfce4 languages binding in Debian packaging system.

I'm a beginner vala developer, and I think it will be good to see xfce4-vala and others binding in Debian packages list.
This will be so much convenient for me and non-C devs to integrate with Xfce, especially on panel.
