1) Plugged in a (Fat16 formatted) USB thumb drive
2) Opened Thunar
3) selected files and pressed delete (also tried on a different drive by right-clicking and selecting Delete)
4) tried copying new file to drive - not enough space
5) Wastebasket is empty - can't empty it
6) show-hidden-files shows a .Trash folder (it had numbers at the end
7) This has the "deleted" files in it.
8) won't let me delete these!?!?
Had to open Yast, partition expert and format the partition

try to delete .Trash folder as root.

Are you using Xfce 4.6 or 4.8? 4.8 requires gvfs for the trashcan to work (though I don't know if Thunar would show the trashcan icon without gvfs installed.)
If you ran Thunar as root then it might explain why you couldn't delete then afterwards (as non-root). Unfortunately you didn't remember the error message so it's hard to know.
More information would be helpful (which linux distribution, version numbers, exact error messages and file names).
