How to rpmbuild xfdesktop.spec?

when  I rpmbuild xfdesktop.spec, I have these troubles:

        xfce4-panel-devel >= 4.6.1 is needed by xfdesktop-4.6.1-1.13.dttc.i686
        Thunar-devel is needed by xfdesktop-4.6.1-1.13.dttc.i686

I do installed the libxfconf-0,exo-0.3,and so on in my /usr/local/lib, I download these sourc code in this site.

why xfce can't find these libs and files?
I use redhat enterprise 6 as host, and xfce version is 4.6.1.
