System: FreeBSD 8.2 / xfce-4.6.2
I have been using KDE3 for a number of years and don't want to use KDE4. However I need kjots and like kate so I installed the kde3 components required to get those applications. That put a bunch of unnecessary things in the start menu so I edited /usr/local/share/applications/kde/ adding 'NoDisplay=true' to remove the entries I did not want. I made the edits there because it was easier.
I then proceeded to try everything in the system. All seemed okay to me until tried KDE Services. I had run kpager from an xterm and decided it was no better than the panel workspace. I also did not see that KDE Services did any thing I needed so I turned that off. After that kpager starts with every login.
What I tried to get rid of it:
1) removed NoDisplay=true and tried logging out saving session without kpager
2) starting and stopping kpager from the start menu
3) searching ~/.local and ~/.config for references
4) going thought each of the settings menus.
5) searching ~/.kde
Thanks for any thoughts.

Don't forget the folder ~/.cache Try to empty it.
Xfce is NOT Xubuntu. Bugs in Xubuntu don't mean that Xfce is buggy ...

.cache it was. Thank you. How I am not sure; I actually had also looked there having done 'grep -ilr kpager .' The link to kpager was not by program name.

It's a pretty obscure folder ... So when I got some problems, I switch to runlevel 3, delete it, then login again.
Xfce is NOT Xubuntu. Bugs in Xubuntu don't mean that Xfce is buggy ...
