Two volume controls / task bar and keyboard volume keys

I am a recent convert to XFCE so I am not sure if what I am seeing is expected or not. In the panel at the top of the screen I have a volume indicator. Click on it and I can drag the volume up/down. I also have a Microsoft keyboard with volume keys. When I press a volume key a volume OSD level display appears to the right of the screen (actually, dual screen so to right of second monitor). The problem is that these two volume settings seem to be independent ie. I can press the "volume-" key until the OSD shows volume should be 0, but volume is still high on the taskbar control, and so there is still sound. Why is this? Is it a bug? I would expect that the volume value should be the same in both controls, and should reflect the real output volume. Setting the volume to zero with the keyboard should turn the sound off. I'm using Ubuntu Oneiric and a Xenta USB sound card, if that makes any difference.
