network notification "don't show this message again" is broken?

I'm using Xubuntu with default settings. When the wifi signal drops out the network indicator displays a popup that says:

WifiNet0
Disconnected - you are now offline

     Don't show this message again

"Don't show this message again" is a clickable box. Clicking on it does nothing. The popup doesn't close, and popups still occur. Does anyone else see this? And if I did file a bug, which software package actually generates these wifi popup notifications?
