I logged out of my desktop session to clear it (the PC runs 24\7 and I log out to clear setting etc, about once a month, had been running for 35 days) and when I logged back in again I had no panel. I have tried running the commands xfce4-panel and xfce4-panel & via the run command box (ALT-F2) but nothing happens. I have checked running task and the panel is showing as running. As soon as I kill the running panel and new one starts up in its place but still fails to display. I have checked the .xsessions-errors but there is nothing in there relating to the xfce-panel, the only xfce error listed is as follows
** (xfce4-clipman:4672): WARNING **: Status Icon is not embedded
(xfce4-clipman:4672): Gtk-CRITICAL **: IA__gtk_widget_destroy: assertion `GTK_IS_WIDGET (widget)' failed
I have removed the clipman plugin which is apart of the xfce-goodies package but I am still panel-less
Any thoughts??

I have resolved this by renaming the existing .config/xfce4 folder then restarting so that a new xfce folder was created. After this the panel had returned.
I would be interested to know if anybody has any thoughts on what it might have been causing the problem.

It would be a good idea to file a bug and to attach the faulty .config/xfce4 folder (zipped) so that Nick (the panel developer) can have a look at what is going wrong.

Must say I am impressed how quickly it was all resolved, well done all those involved.

I'm not going to backport all the fixes for this problem in 4.8, some of those are too big for a stable branch.
