Which component writes the xfconf keyboard.xml file?

On my notebook (T400) the xfconf entry /keyboards/Default/Numlock once set to 'true' gets never set back to 'false' again. In combination with the power-manager bug #6549 all pm shortcuts cease working even when the numlock key is off.

Looks like a bug to me, just don't know against which component to file it.
