adding an item in a panel from command line

Is this possible?

I thought of using xfconf-query but it seems to require a lot more than just adding properties for a panel.

I also thought of editing XDG_CONFIG_DIRS/panel/default.xml but I'd rather have a customized script that adds different items depending on the type of users.

Is there a way to let xfce4 load a specific default.xml file for creating a panel?
