How do you globally edit the XFCE main menu for all users?

I'm using Xubuntu's main menu editor to change and add items to the main menu and it's working great. However, even when logged in under root the main menu settings don't carry over to standard users. Is there a way to change this so the edited menu entries show up for every user by default? I can't go through and manually edit every user due to the fact that there will be hundreds of users using this machine with LDAP. As an example I would like my 'Wine' menu entry to show up for all users. If it helps, I'm using I'm using Xubuntu Session.

The 'Education' menu entry is not showing up on standard user accounts even though it seems to be configured.  Any idea what could be wrong?
