I installed some programs last night and when I booted up this morning I have no panels.
All I have is the desktop with icons on it.
When I opened the terminal and typed xfwm4 --replace
I get xfwm4-WARNING Failed to connect to session manager.
Any help appreciated.

xfwm is the window manager, it has nothing to do with the panels.
Maybe the session cache got corrupted.
First try starting the panel with
xfce4-panel &
Anyway, your panel settings are safe in ~/.config
You can also clear the session cache: logout, ctrl+alt+f2, login in the text console and
rm -rf .cache/sessions
then ctrl+alt+f1 (or ctrl+alt+f7, depending on the distribution) and login again.
