Default template for all users

How to set a customized template as the default one for all users?

Upon first login, XFCE asks a user to use default panel or customize one. How to prepare a customized template (including panel and window theme) to be default for any user. Of course, they can customize it through XFCE options, but customizing the default template of XFCE to create our default template.

I'm not sure in what situation you're asking, but if you put all the necessary config files in /etc/skel *new* users will have them copied to their home folder.
