how to move icons in "Window Buttons" area

This has probably been addressed, but I couldn't find it using search.

freebsd, xfce 4.10

I would like to rearrange the icons in the "Window Buttons" area in "Panel 1" at the top of the display.
In particular, my .xinitrc specifies starting up 5 xterms,
and I would like them to always appear in a specific order.
As I start new xterms they properly show up to the right of the existing ones,
but the initial placement for the apps from .xinitrc seems pretty random.

If I right click on one of the icons and select "Move",
what moves is the window for the app,
not the icon in the panel.

You can set the order to 'None' in the window buttons properties so you can drag&drop them.

hmmm...  I don't see a window order to set.
Right Click on "Applications Menu", select "Panel"->"Panel Preferences"
Click Tab for "Items"
Select "Window Buttons"
Click Edit button
Brings up dialog for Window Buttons which has:
  Appearance
  Behaviour
  Filtering
with no ordering under any of them.

I must be looking in the wrong place?
