I am unable to install new programs due to not being able to insert my password. The window where the authentication, or password should be does not show up on the desktop, there fore I cannot install any new programs. I am sure that somewhere I have unknowingly removed the "ask for password" window. Any help would be greatly appreciated.

I'm having the same problem, though I don't remember unchecking anything. It happened the day I upgraded the whole system (Fedora 17) and installed a bunch of new packages. My Google searches suggest that it may have something to do with PolicyKit, but reinstalling it had no effect. I'll be sure to let you know if I ever find a solution.

For both of you check under Configuration-> Session and Start on the tab of autostart applications that you have enabled the PolicyKit Authentication Agent
