How to configure default settings

I have configured the xfce4 desktop for one user, mostly graphically, to look like what I think is best. Now I want to make it the default for new created users. I was unable to find a good documentation on this in the forums. The only way I see now is to put the relevant .* files in /etc/skel but is it possible to properly change the system default instead.
