Open Browser in workspace X but it opens in Y

Sometimes I'll open an app in one workspace but it opens in another workspace. Typically this happens when I open a browser in the right-most workspace but it opens in the left-most workspace. Perhaps related is an other behavior regarding xfce workspaces; it used to be that a saved session would remember which apps were open in which workspaces. Now the apps open in random workspaces.

These two behaviors started after an upgrade some months back. I have read and googled to no avail.

I have removed session/cache files:

$ rm -r ~/.cache/sessions
$ rm -r ~/.config/xfce*
$ rm -r ~/.config/Thunar

Does anybody know what is causing this problem.
