Can we pass instruction to user browser from xfce panel ?

my requirement is  open a  new url in user's web browser when click on a icon placed in xfce panel
we can use launcher plugin for open a specified web url in xfce panel browser  like we can open  a new web url in client browser (can we pass instruction from xfce applet to its parent browser)  any plugin is available with this facility ?

can we develop  a   new plugin with this facility?

please share your thoughts

Create a new launcher with the command set to:

xdg-open www.xfce.org

...(change www.xfce.org to whatever url you want to use).
