Ala KDE 4, you can right click an open window and have a launcher combined with the window list. I don't want to install a dock program because of the very reason I tried XFCE, this is an ageing netbook and it just doesn't have the grunt to spare for anything but the essentials

Not sure how KDE does that, but if you right-click on the desktop, the last item is the Application menu. If you middle-click (or both button click if you don't have a middle button) on the desktop, you'll get the window list.
