Top and bottom panels messed up

Hello people

I've got a problem identical to the one described in this post (linking it for the sake of images there, they describe the problem better than 1000 words).
The problem is, that none of the suggested solutions doesn't help in my case. The panel looks crappy even on a new user account.

Is there some other program causing this? Any ideas?
I honestly can't remember if the change happened during or right after an update but I do know that it didn't require reboot or logging out and back in. It just changed on the fly. Never got it back since.

The panels changed while with Xubuntu 13.04 and the problem persist after upgrade to 13.10. XFCE version is 4.10.

Also, the icons in the bottom panel are messed up as shown:

Any suggestions would be appreciated!
