How to change toolbar icons size?

Is that simple: how do I change the toolbar icon size? mine are huge and apps look ugly so I tried setting it with

gtk-icon-sizes = "panel-menu=16,16:panel=16,16:gtk-menu=16,16:gtk-large-toolbar=16,16:gtk-small-toolbar=16,16:gtk-button=16,16"

in my theme's gtkrc and my ~/.gtkrc-2.0 with no succes. This used to work in Openbox.

If someone knows how to do it please respond. Thanks.
