On a fresh install of Xubuntu 13.10 using a 23" monitor the XFCE interface comes in as one would expect, small text, small windows and buttons, lots of empty space. Following installing the available updates and rebooting, everything is much much bigger. Bigger buttons, bigger text, bigger windows. It looks like the UI was designed for a 10" (or smaller) monitor and simply scaled up to fill the 23" screen. The resolution is 1900x1200, and changing the DPI settings just makes the text a little smaller or larger.
How do I get back to a reasonable size for all the UI elements?

The monitor resolution or the resolution currently being used? What does the following return?
xrandr -q
...and:
xfconf-query -c displays -lv
What video card do you have and what driver are you using?
lspci -k | grep -iA2
