Solved - Pass F10 to Application (instead of showing menu by default)

In xfce 4.10 Setting Editor (not Settings Manager although can go to Settings Editor from there), select xsettings and under Gtk, edit MenuBarAccel and clear the setting (remove F10). (A setting can be changed by either double-clicking on the setting which brings up a dialog or clicking on the value portion at the right of the setting and entering new value or clearing exisiting value.
