You do have the ffmpegthumbnailer dependency installed, so it should work.
Are these videos on the local drive or on a remote drive?
Have you tried deleting ~/.thumbnails folder?

I have 2 linux systems.
- On Arch, running tumbler 0.1.30-1, gstreamer-ffmpeg and ffmpegthumbnailer installed, thumbnailing works.
- On Xubuntu 14.04, also running 0.1.30-1, but without gstreamer-ffmpeg or ffmpegthumbnailer installed, thumbnailing still works.
It sure is confusing.
The only other think I can think of, is that tumbler needs to be built with the ffmpegthumbnailer development libraries installed (on arch, this is part of the ffmpegthumbnailer package, on Ubuntu, it is libffmpegthumbnailer-dev). If its not built with it installed, it won't support video thumbnailing. I don't have any experience with fedora or fedora package building (so take this with a grain of salt), however, looking at what I think is the build spec for F20 and tumbler, I don't see ffmpegthumbnailer specified anywhere. (Compare that with the Ubuntu build log where libffmpegthumbnailer-dev is included.) I may be mistaken and off base, but maybe someone with more fedora knowledge can confirm that tumbler is being built with ffmpegthumbnailer dev libraries included.

I don't know if it may be of any help, but in Xubuntu 14.04, Tumbler works fine with video thumbnails because it's using GStreamer 1.0 as back-end by default. However, it has problems with certain MPEG files. So you need to enable ffmpegthumbnailer in the end if you want an optimum result.
I've tried installing the package with the same name and also editing the file /etc/xdg/tumbler/tumbler.rc, but it hasn't been enough. It has resulted that I've needed to install another package called ""tumbler-plugins-extra". I've done this and it has worked. Now I've thumbnails for every video file (almost). This package contains the following files, by the way:
/usr/lib/x86_64-linux-gnu/tumbler-1/plugins/tumbler-cover-thumbnailer.so
/usr/lib/x86_64-linux-gnu/tumbler-1/plugins/tumbler-ffmpeg-thumbnailer.so
/usr/lib/x86_64-linux-gnu/tumbler-1/plugins/tumbler-odf-thumbnailer.so
/usr/lib/x86_64-linux-gnu/tumbler-1/plugins/tumbler-raw-thumbnailer.so
And it also has "libffmpegthumbnailer4" as dependency.
So I guess that Tumbler doesn't need the program "ffmpegthumbnailer" at all, only its libraries and the corresponding plugin. Could it be the same on Fedora?
PS: By the way, I had the package "gstreamer1.0-libav" installed before I did all this, but GStreamer seemed to be unable to delegate its work to libav/ffmpeg. Otherwise, the thumbnail generation should have worked well since the start. But it didn't .
