We are testing 1.4.0 now for MX-14, looks good. Finally has the option to switch position of categories and menu entries (after you log out and back in) which is a great addition.
MX-23 (based on Debian Stable) with our flagship Xfce 4.18.

I'm not sure what you mean. Can you switch position of categories within its column, and likewise with applications? Or can you put the categories column on the left and the applications column on the right? (which BTW, would be my preference) I'm a move in one direction from left to right kind of guy.
Edit: I just ran across your post in "is xfce still under development" about this. Thanks for contacting the devs and posting their answer. Their philosophy about 'favorites' is a good one, but choice is also good. It appears that they are providing for both. Yay them, and Yay you.

Yes, you can put the categories on either side. It is in MX-14 testing now, so enable the repo and take a look!

Haven't been here in a while. Just heard about the addition of the whisker menu to XFCE via the Devuan mail list and wanted to post a comment. I do hope that the classic menu will still be available because I really, REALLY don't like the whisker paradigm . . . it's way to bloated and wordy for my taste. Just my $.02.
That being said, I look forward to XFCE and Devuan working together in systemd-free land. Wishing you both every success!

As of right now, the old Xfce menu may be added to any panel just like always. It still works very well. OtOH... I recently read that the new Whisper menu is actually more usable now, so there has been some progress already.
