Hello,
when I have 2 windows opened, usually one is in the foreground. If I click near the title of the window on the background, it's sticked at the pointer (mouse). This is disgusting because I have to click again to freeze or stop moving the window while I can continue moving the mouse. I click usually on the title because when I click on something else; I click accidently on some button or something like that. If I click two times on a title, I maximize the window, which is even more disgusting.
Please help me. This one bug (?) is really annoying me.

I would think this would be related to a setting somewhere, but I can't seem to find which one. If you right-click on the title bar and select "Move", you get the same behaviour that you are experiencing when you click near the window.
One thing you can try is to create a new account on your computer and use that account to see if you can replicate the problem. If yes, then its a systemic issue. If no, then its specific to your user profile. It would help to narrow down where the problem may exist.

I thought this might be one of those "accessibility" functions that are intended to make things easier for those with restricted physical capacities, but did not see anything that specifically addresses it under menu/settings/accessibility. But you might look there to see if "Enable assistive technologies" is checked and, if so, try unchecking the option.
In menu / settings / window manager, under the Advanced tab, you can choose what a double-click action does (one of the options is "Nothing." Under the "Focus" tab, you can set it to "Focus follows mouse," which would remove the need to click on a window to focus(?) on it.
Under menu / settings / window manager tweaks, in the Accessibility tab, there is "Key used to grab and move windows." You might see what it is set at and make sure that it is not a key that you are pressing our that is stuck "on" (or try setting it to "none").
Are you using the default "xfwm4" window manager?

I tried what you said but it still didn't help me.
I created a new account on my computer but the bug is even on the new account.
I don't use any accessibility options. Under window manager and windows manager tweaks everything is set correctly but the bug is still there.
This bug is truely the last border to say that Xfce is the best software which happened to Linux. I don't have this bug on Windows XP.
I just tested it again and I think it's because I have a slow PC. My PC is so slow that Xfce thinks I'm holding the mouse button so that it sticks the window to the pointer. This could be a reason because mostly the windows sticks just a few milliseconds to the pointer and moves the windows just for a short distance and let the window unsticked.
If someone could tell, where exactly I have to look in the source code (because it's huge), I could change it on my own.

Maybe its the mouse driver? What model of mouse do you have and what does the following return?
xfconf-query -c pointers -lv
Out of curiosity, have you tried another mouse on your system? Just to see.

I have a Logitech OEM Noname... Can't tell because it's about 10 years old and still working fine. As I said, I dont't have this bug on Windows XP. It uses PS/2 port. I didn't use another mouse so far.

xfconf-query -c pointers -lv
...so I can see how your pointer devices are setup in Xfce?

Okay, you haven't made any configuration changes yet. If you go to Settings Manager >> Mouse and Touchpad, which device is the default that shows up in the "Device" dropdown.
If you click on the dropdown, what other devices are listed?
And finally, what does the following command return:
xinput list

On the Settings Manager >> Mouse and Touchpad >> Behavior tab, what setting do you have for "Drag and Drop Threshold"? Does increasing it make a difference?
