REAL inactive windows needed

Hi,

is there an option where I can switch inactive windows to be real inactive?

At the moment it behaves like this: If there is an active window (e.g. notes) in front of an "inactive" window (e.g. firefox) and I move the mouse outside of the active window, the hover actions in the firefox window are working (even still being inactive - the option "click to focus" is activated - "focus follows mouse" is not activated). So it's still always disturbing seeing some action in an "inactive" window with having another window "real" active. Is there an option to keep an inactive window away from any respond to a mousepointer going over it?

Any hint/help would be really appreciated!
