"Display" dialog sporadically popped up

Moving from XUbuntu 12.04 to 14.04 and also to Mint17 the "Display" dialog sporadically popped up. Not only once, but it could be multiple times ... very annoying!

With the help on ubuntuforums.org I was able to solve it for XU14.04., but NOT for MInt17!

The main problem compared betwenn 14.04 and mint17 is the absence of xfce4-keyboard-settings.xml.

Which additional details are required to get the problem understood/solved?
