If Fedora 21 Xfce ships with Xfce version 4.11, then you can configure your displays at Settings Manager >> Display. If its an earlier version of Xfce, then you'll have to use xrandr directly or via a front-end like arandr.

My xfce-about says 4.10...
and [Settings >> Display] only gives the choice of [de/activate] monitors...
arandr worked well...
... but, I think, it should be come better integrated -say, 'singposted'- in F21...
